Vaikka kirjepostin määrät ovat vähentyneet, ovat postitoimipaikkojen palvelut perusasioita toimivassa yhteiskunnassa. Asiamiespostin palvelut ovat hyvä ja käyttökelpoinen järjestely, jos ne sijaitsevat asiakkaiden kannalta keskeisellä asiointipaikalla, mikä on saavutettavissa taajamissa myös kävellen muiden asiointien kuten kaupassakäynnin yhteydessä.
Nyt on jälleen viime aikoina eri puolilla maata heikennetty postipalvelujen saatavuutta. Synnyin kuntani Multia sai taannoin julkisuutta kulkutauti koronan nollakuntana. Nyt Multia on ilmeisesti ainut kunta ilman postin toimipaikkaa maassamme.
Monille postin palveluja käyttäville ovat Keuruulle siirretyt asiointipalvelut liian kaukana.
Autolla voi toki tuonkin saavuttaa, mutta kaikilla palveluja tarvitsevilla ei kuitenkaan ole mahdollisuutta auton käyttöön.
Erilaiset pakettiautomaatit ovat todellisuudessa vieraita monille. Miten voi lähettää ja vastaanottaa arvopostia ja kirjattuja kirjeitä, kun postipalvelut ovat vaikeasti saavutettavissa?

Suomessa ovat ratkaistavina monet taloudelliset ongelmat, joita oli jo ennen koronaakin. Keinoista käydään keskustelua ja väittelyitä, kuten vapaassa pitääkin. Talousoppineetkaan eivät ole yksimielisiä, mitä tulisi tehdä.
Rohkenen esittää eläkkeiden nostamista. Väitän, että eläkerahastot kestävät tämän. Eläkeyhtiöiden varoja tulisi sijoittaa enemmän niiden perustarkoitukseensa eli eläkkeisiin. Paremmat eläkkeet lisäisivät välittömästi miljoonan kansalaisen ostovoimaa.
Nyt käytävässä keskustelussa olisi ennakkoluulottomasti selvitettävä ne kotimarkkinoita elvyttävät kokonaisvaikutukset, joita eläkkeiden korottamisilla ja "leikatun eläkeindeksin"
alkuperäiseksi palauttamisesta seuraisi. Olisiko eläkerahastojen lisääntyvien miljardien parasta sijoittamista niiden sijoittaminen kotimaahan riskejä ulkomaisten riskejä kohteiden asemesta?
Mitä tapahtuisi, jos eläkemiljardeja parempiin eläkkeisiin? Mitä vaikuttaisi noin miljoonan eläkeläisen kasvanut ostovoima kotimarkkinoillamme? Lisääntyisikö työllisyys? Tulisiko lisää eri alojen yritystoimintaa? Kasvaisivatko tämän seurauksena yhteiskunnan verotulot? Kasvaisivatko itse eläkerahastotkin?
Nyt "leikattu eläkeindeksi" on heikentänyt jp yli neljännesvuosisadan eläkkeellä olevien ostovoimaa yleiseen ansiotasoon nähden. Maaseudulla ja lähiöissä ovat monet kaupat ja pienyrittäjät lopettaneet toimintansa. Olisiko näitä säilynyt, jos asiakkailla olisi ollut enemmän ostovoimaa?
Miksi eläkevaroja on merkittävästi sijoitettu ulkomaille? Siellä ne eivät hyödytä suomalaisten työllistymistä eivätkä synnytä investointeja maahamme. Tiedän, että sijoittamista ulkomaille perustellaan tuottoprosenteilla. Mutta mitkä ovat riskit? Mitä menetyksiä on myös tapahtunut?
Mielestäni olisi puolueettomasti ja ennakkoluulottomasti tutkittava, mitä merkitsisi kansantaloudelle eläkevarojen runsaampi sijoittaminen tarkoituksensa mukaan eläkeläisten ostovoiman lisäämiseen.

Olen vahvasti sitä mieltä, että maamme raideliikenteen pullonkaulojen poistamisella ja koko rataverkostomme kunnostamisella uusien ratojen rakentamisen sijaan voitaisiin nopeimmin ja edullisimmin saada koko maahan asiakkaita palveleva henkilö- ja tavaraliikenteen logistiikka. Puolet Keski-Suomen ratakilometreistä on nyt vajaakäytössä vähäliikenteisinä ratoina.
Saarijärven ja Kannonkosken kautta kulkevan Keski-Suomen radan alkuperäinen ajatus oli suora ja nopea yhteys pääkaupungista Ouluun. Olen tutkinut asiaa Eduskunnan pöytäkirjoista. Maantiede, liikenne- ja kuljetusmäärien kasvu sekä ilmastopolitiikka puoltavat nyt voimakkaammin kuin aiemmin Keski-Suomen radan kunnostamista ja samalla sähköistämistä Äänekoskelta pohjoiseen Saarijärven ja Kannonkosken kautta Haapajärvelle Iisalmi-Ylivieska radalle.
Juuri ennen talvisotaa avattiin jo pääosin maastoon eduskunnan päättämä Haapamäki-Multia-Saarijärvi radan linja. Sota-ajat niiden jälkeen poliittiset ristivedot valitettavasti estivät tämän jo päätetyn radan rakentamisen, mikä olisi tehnyt Saarijärvestä keskelle Suomea merkittävän risteysaseman. Mitä olisikaan Saarijärvi nyt risteysasemakaupunkina? Pula-ajoista johtuen Keski-Suomen ratakin rakennettiin nykyajan tarpeiden kannalta liian kevytrakenteiseksi. Mutta rata on kunnostettavissa ja sähköistettävissä, kuten on jo tehty Äänekoski-Jyväskylä osuudelle.
Olen tehnyt paljon työtä maamme leveimmällä kohdalla kulkevan Poikittaisradan saamiseksi Suomen Kehäradaksi itärajan eri rajanylityspaikoilta Pieksämäen, Jyväskylän ja Haapamäen kautta joko Poriin tai Vaasaan ja niiden kansainvälisen liikenteen satamin.
Näin voitaisiin saada resurssi-Suomen erityisesti raskaalle tavaraliikenteelle nopeammat ja lyhyemmätkin reitit sen sijaan, että nyt hidas tavaraliikenne joutuu ruuhkauttamaan vaihtoehtoisten reittien puuttuessa nopean henkilöliikenteen ratoja. Samalla saataisiin Keski-Suomen kautta kulkevalle valtakunnan poikittaisliikenteelle uudet mahdollisuudet henkilöliikenteessäkin ilman monia junanvaihtoja.
Nyt nelostie ja maakuntamme tiet ruuhkautuvat ja pahat onnettomuudet ovat jatkuvasti uutisia maakunnastamme. Suorin rautatieyhteys Helsingistä Saarijärven kautta Ouluun ei palvele lainkaan matkustajia eikä riittävästi tavaralogistiikkaa. Olemmeko raidelogistiikan ja junamatkustuksen osalta sen ajatuksen vankeja että etelästä Pohjois-Suomeen pääsee vain Pohjanmaan kautta?
Kolme vuorokautista pendoliino tai IC-junaparia Keski-Suomen radan kautta mahdollistaisivat palautettavan lähiliikenteen rinnalla arvaamattoman kehityksen laajalti maakuntamme seutukunnille. Laajat alueet tulisivat tulevaisuuden liikennemuodon raideliikenteen kokonaisvaikutusten piiriin. Nyt menetämme paljon maaseudulta paljon pito-, veto- ja elinvoimaa, kun rata on liian merkityksettömässä tilassa.
Luotan, että Hyvinvointialueella voidaan turvata nykyiset lääkäri- hammaslääkäri- ja neuvolapalvelut sekä sosiaali- ja palo- ja pelastustoimi ennallaan paikallisina lähipalveluina. Mutta miten käy tulevaisuudessa? Miten kaupungit ja kunnat kehittyvät, kun väki vähenee. On välttämätöntä saada myönteistä kehitystä. Etätyö antaa lupauksia. Uusia ja konkreettisia elinvoiman ja kehityksen todellisia mahdollisuuksia tarjoaa Keski-Suomen radan kunnostaminen ja sähköistäminen.

Seurakunnat saivat aiemmin yhteisöverotuloja seurakuntansa alueiden yrityksiltä ja tähän kuuluivat osuus metsätalouden verotuotoista. Itse asiassa tälle voidaan osoittaa jo keskiaikainen jatkumo. Taloudellisen laman aikana 1990-luvun puolivälissä tulivat muutokset, jolloin sekä kunnat että seurakunnat menettivät yhteisöverotulot valtiolle. Tämä kuitenkin lupasi jakaa kunnille ja seurakunnille osuudet yhteisöverotuotoista.
Kunnat saavat näitä edelleen. Mutta poliittiset päättäjät ovat heikentäneet seurakuntien saamaa osuutta eri vaiheissa ja lopulta poistivat tämän kokonaan. Perusteluna seurakuntien yhteisöverotuloille oli kirkon ja seurakuntien voimakas ja monipuolinen panostus koko yhteiskunnan olemukseen ja kirkon yhteiskunnalliset tehtävät kuten vastuu hautausmaista ja paikallisen ihmisiä palvelleen väestörekisterin ylläpito.
Yhteisöverotulojen poistuminen on tuonut merkittävän loven seurakuntien talouteen. Väestörekisterin nykyiset järjestelyt ovat tuoneet asiakkaille monia ongelmia aiempaan hyvin toimineeseen kirkkoherranvirastojen hoitamaan palveluun nähden. Yhteisöverotulojen poistuminen kunnilta ja seurakunnilta valtiolle on yksi syy kuntaliitoksiin ja kirkon perusrakennetta rapauttaviin seurakuntaliitoksiin.
Poliittisessa päätösten teossa ei ole haluttu tiedostaa seurakuntien vahvaa yhteiskunnallista panosta, millä ovat perinteet jo keskiajalta koko yhteiskunnan rakentumisen vaiheissa. Kirkko on joidenkin ymmärryksessä vain jonkinlainen yhdistys muiden joukossa. Tämä on mielestäni hyvin virheellinen ja yksipuolinen käsitys eikä perustu kansakuntamme historian koetellulle perustalle.
Haluan, että maassamme ovat vahvat ja kestävän perinteen juurilta nousevat kansankirkot sekä selkeä kristillinen koulukasvatus. Silloin maahanmuuttajienkin on parempi asua ja elää tässä maassa.

Maakuntavero torjuttava jo aluevaaleissa
Lähipalvelut säilytettävä - maakuntavero torjuttava
Meneillään olevat aluevaalit ratkaisevat monia asioita kansalaisten kannalta. Tuntuu, että me ehdokkaat kilpaa ja puoluekannasta riippumatta nyt vaalien alla vaadimme omien paikkakuntiemme lähipalveluiden säilyttämistä. Näin teen minäkin. Haluan asuinpaikkakuntani Haapamäen lääkäri-, hammaslääkäri- ja neuvolapalvelujen jatkuvan. Samoin sosiaalitoimessa ja iäkkäiden hoidossa haluan Metsätähden toimivan alueen palvelujen tukikohtana.
Haluan Keuruulla, Multialla ja kaikkialla muuallakin niin kirkonkylissä kuin taajamalähiöissäkin toimintojen jatkuvan nykyisellään ja haluan myös aukioloaikoja lisättävän ja lähipalveluita parannettavankin kaikkialla maakunnassamme. Perustelen tätä myös jo olemassa olevilla toimitiloilla.
Väitän myös lähipalvelujen olevan edullisinta sekä toimintojen järjestäjille että tietenkin itse palveluja tarvitseville. Matkakuissa ja -ajoissa tulee säästöjä. Usein lähipalvelupisteiden luona ovat autoa käyttäville myös ilmaiset paikoitusalueet. Toisin on valitettavasti Novassa ja eräissä muissakin paikoissa. Paikoitus on maksullista ja eri tavoin ainakin satunnaiselle kävijälle ongelmallista. Moni on vaikeuksissa kulkuvälineensä paikoituksessa. Tätä ongelmaa ei tutulla omalla kirkonkylällä tai pienessä taajamassa.
Sotevalmistelujen alkuvaiheissa oli lähtökohtana periaate kolmen miljardin euron vuotuisista säästöistä. Muistammeko tämän?
Mielestäni tämä on nyt aiheellista muistaa, kun käydään keskustelua mahdollisesta maakuntaverosta. Uudistusta siis markkinoitiin säästöillä.
Itse en ole koskaan uskonut lupauksiin säästöistä, vaikka poliitikot eri puolueista medioissa niitä vakuuttelivatkin. Nyt lupaukset soten säästöistä on aktiivisesti unohdettu ja monet jo puhuvat maakuntaverosta. Nyt vaalien alla tämä tosin tapahtuu hieman varovaiseen sävyyn.
Veronmaksajat ovat jo nyt niin raskaasti verotettuja, että uutta maakuntaveroa en voi hyväksyä. Kunnallisverot ja kiinteistöverot ovat maksajilleen jo äärirajoilla. Jos haluamme esimerkiksi pääkaupunkiseudulta muuttajia maalle, eivät veroprosenttimme nyt ole ainakaan mikään vetovoimatekijä.
Aluevaaleilla valittavan Hyvinvointialueen on noudatettava järkevää taloudenpitoa. Mutta mitä on suunnitelmissa? Nyt kaavaillaan uusia ja aiempaan nähden suuria hallintokustannuksia. En ymmärrä, miksi uuden hallinnon luottamushenkilö- ja hallintomenoja pitäisi juurikaan korottaa. Olen ollut useita kausia sekä Keski-Suomen sairaanhoitopiirin valtuustossa että Keski-Suomen liiton valtuustossa ja hallituksessa ja muissakin maakunnallisissa luottamustehtävissä.
Tiedän siten kokemuksesta, että nykyisilläkin tavoilla on tultu hyvin toimeen. Jos on tarkoitus nostaa joitakin johtavia luottamushenkilöitä päätoimisiksi pormestarimallin mukaan, on syytä tämä tiedostaa ja tehdä ratkaisuja, että kustannukset eivät nouse. Hyvinvointialueet tulevat itse asiassa jatkamaan toimintoja, mitkä ovat tähänkin asti jo olleet ja tulleet hoidetuiksi.
Olen istunut monet asioista tiedottaneet kokoukset ja seminaarit. Uudistuksessa kerrottiin olevan kyseen hallinnollisista järjestelystä, joiden luvattiin vähentävän byrokratiaa ja menoja sekä parantavan kansalaisten palveluja. Kansalaisten verorasitus ei saa ainakaan nousta, siksi maakuntaverolle on sanottava selkeästi ei.

Kuinka on mahdollista, että nainen jäi roikkumaan oven väliin liikkeelle lähteneessä junassa?
Luin lehdestä ikävän uutisen. Nainen oli tullut yhteysliikennebussilla Rovaniemen asemalle. Bussi oli ollut myöhässä, kuten valitettavasti varsin usein tapahtuu.
Normaalistikin matkatavaroiden kanssa pitää kiirettä ennättää bussilta junaan. Nainen oli pyytänyt bussin kuljettajaa ilmoittamaan junaan bussin tulosta myöhässä.
Oliko tämä viesti mennyt perille, en tiedä. Mutta sitten tapahtui ikävää. Naisen noustessa junaan, ovet sulkeutuivat ja nainen jäi roikkumaan oven väliin ja putosi junasta noin kymmenen minuutin kuluttua radan varteen. On ihan ihme, että joku henkilö huomasi naisen lumessa. Tämä henkilö toimitti asinamukaista apua paikalle ja vaikeasti loukkaantunut nainen saatiin hoitoon.
Mutta entisenä VR:n hallintoneuvoston jäsenenä ihmettelen miksi näin pääsi tapahtumaan. Tiedän Rovaniemeltä lähtevän sellaista junakalustoa, mihin on vaikeaa tai erityisen vaikeaa nousta ja varsinkin matkatavaroiden kanssa. Miksi konduktööri tai junankuljettaja ei tarkistanut, että ketään ei ole ovien välissä, kun juna lähtee? Tiedän näin meneteltävän ja konduktöörit ovat täsmällisiä.
Miksi nyt tapahtui näin. Miksi yhteyslinja-autojen aikataulut ovat liian kireitä? Miksi näiden aikatauluissa ei ole jo ennakkoon varausta keliolosuhteille tai matkustajamäärien kasvulle? Miksi aikataulut ovat myös toisinpäin junasta bussiin tultaessa liian kireät? Tämän olen itsekin kokenut Rovaniemellä, täydestä junasta pääsin poistumaan viimeisenä ja pitkän junalaiturimatkan jälkeen en ennättänyt yhteysbussille normaalilla kävelyllä matkatavaroiden kanssa.
Minun tapauksessa ei tapahtunut onnettomuutta eikä muutakaan vahinkoa, mutta jouduin kustannuksellani ottamaan hotellimajoituksen yöksi Rovaniemeltä.
Lapin matkailulle on valitettavasti huonoa mainosta, kun bussin ja junan yhteydet eivät aina toimi. Vierasmaalaisen kohdalla oudolla paikkakunnalla näitä ongelmia voi olla jo lähtökohtaisesti enemmän kuin minulla. Minä tunnen paikat asemalla.

Kiitos tasavallan presidentin uudenvuodenpuheesta
Kuuntelin tasavallan presidentin uudenvuoden perinteisen puheen. Puhe oli hyvin valmisteltu. Kirjoittaako tasavallan presidentti itse puheensa, vai onko hänellä pätevien neuvonantajien joukko tukena, tätä en tiedä. Mutta puheen kokonaisuus oli juuri tähän aikaan ja sen kysymyksiin sopiva.

Puhe oli realistinen kaikin tavoin, sopivasti hillitty mutta kuitenkin riittävän rohkea. Suomen on tässä ajassa annettava juuri niitä signaaleja, joita puhe sisälsi. Puhe terveellisillä ilmaisuillaan oli aito ja rauhoitteleva. Ei ole syytä hötkyillä. Ei ole syytä provosoitua, vaikka provosoitaisiin.
On hyvä, että Nato-kysymyksessä todetaan sen oleva Suomen asia. Juuri näin on tarpeen sanoa, jotta kaikkialla tajutaan asian olevan näin. Nato-kysymys on monitahoinen ja tasavallan presidentti neuvonantajineen näyttää ymmärtävän tämän oikein ja on hyvä, että nyt käytettiin niitä sanoja, joita kuulimme tasavallan presidentiltämme.
Myös muilta osiltaan puhe oli ajankohtainen mutta samalla perinteinen, mikä on osa vuodenvaihteen jatkuvuuden tarpeellista tuntua. Olisikohan tasavallan presidentin puolisoakin kiittäminen!
Julkisessa keskustelussa jotkut ovat hötkyilleet esittämään Suomen Nato-jäsenyyttä. Toki siihen on oikeus ja voi olla osin hyväkin nyt sanoa näin sen osoittamiseksi, että asiassa ei haluta kuunnella ulkopuolisten neuvoja. Mutta itse asia on hyvin moniulotteinen ja missään tapauksessa ei ole asia, johon kuuluu minkäänlainen hötkyily.
Suomen on pidettävä oma itsenäinen maanpuolustuskyky aina ja jatkuvasti, tätä ei voi ulkoistaa. Näin ovat kuitenkin useimmat Euroopan maat tehneet ja tosiasiassa ajaneet alas puolustuskykynsä, sikäli kuin sitä on edes näillä tällä vuosituhannella ollutkaan. Nämä sotilasliiton jäsenmaat eivät ehkä pystyisi täyttämään sotilasliiton asettamia velvoitteitaankaan. Tästä syystä Suomi saattaisi olla hyvinkin haluttu liiton jäseneksi. Rauhanajan ulkomaiset kriisinhallintatehtävät ovat EU- maiden suorituskyvyn rajoilla.
Suomea puolustavat lopulta vain suomalaiset itse. Tämä tunnetun kenraalin sana on aina kestävä tosiasia ja se tulee muistaa, jos haluaa tämän maan itsenäisyyttä puolustettavan. Tunnetusti Suomen konventionaalinen puolustuskyky on jotain sellaista, mikä EU-mailta puuttuu.
